This could easily be the book Ian Fleming read to learn about spying. Consider the man in black tie on the book’s cover—it seems derivative of James Bond, but it was not: the first Bond novel was still twenty-four years in the future. The book is a review of the espionage systems of England, France, Russia, Germany, Poland, and Japan, with emphasis on how the United Kingdom used spying to its great advantage during World War I.
